Base game owners observed 20-25 FPS in open-world hubs, while DLC-unlocked accounts saw 80+ FPS. Mod developers created a workaround that "emulates DLC ownership without unlocking content," resulting in similar performance boosts.

Capcom released patch Ver.1.040.03.01 (Jan 27 PST) to "optimize Steam-specific processes" and confirmed follow-up patch Ver.1.041 (Feb 18) will continue these improvements.

The company did not suggest malice in the performance delta, stating the issue stemmed from "unintended technical interactions" rather than intentional paywalling.
